Sarah Bartel

Sara is a managing director at ChangeLab Solutions, where her good governance portfolio spans legal authority and preemption, the policymaking process as a tool for equity, and cross-sector partnerships for upstream community health improvements. She leads multiple teams to collaborate with governmental (local, state, and federal), institutional, and community-based initiatives, using the tools of law, policy, the data life cycle, communications, and strategic planning. Sara embeds practices related to advocacy, power sharing, health justice, and the civil rights of health to accelerate solutions across a wide range of public health and human rights issues. 

Sara’s legal background includes advocacy related to civil rights, health and social sector connections, healthy food systems, environmental sustainability, clean air and clean energy, access to health care, and safe, stable, healthy housing. Before joining ChangeLab Solutions, Sara was an associate at Morrison & Foerster, LLP, with an active pro bono practice supporting marriage equality and helping tenants negotiate eviction proceedings. In law school, Sara was a member of the Center for Health Law and Policy Innovation's Food Law and Policy Clinic and the Emmett Environmental Law & Policy Clinic. She has worked with the National Sustainable Agriculture Coalition, the Conservation Law Foundation, the Environmental Law Institute, and the US Department of Energy’s Office of the General Counsel in partnership with the US Environmental Protection Agency.

Sara graduated from Harvard University magna cum laude and received her JD from Harvard Law School.
