This guide is a compilation of information from our online tool Policy Process Evaluation for Equity, a collection intended to inspire conversation and new considerations among changemakers who are developing evaluation provisions and plans in policies to promote health equity.
ChangeLab Solutions developed this guide for local policymakers, community groups, and public health practitioners who want to measure the effects of community involvement in policy development. We offer suggestions to help ensure that policies to combat commercial tobacco–related harms do not unintentionally perpetuate or exacerbate health disparities. Specifically, we aim to improve evaluation activities to better measure community impacts related to how policies are developed and implemented.
This guide emphasizes that partnerships, data, and messaging are all foundational to centering community at each step of policymaking. It also offers sample metrics that provide a basis for further conversation about how to measure community impacts of the policy process.
