Preemption & Public Health, a free online training available through the Public Health Law Academy, explores how health departments can advance their work amid an evolving legal landscape, balancing their authority to protect the public’s health with the rights of affected individuals. The legal concept of preemption — the authority of a higher level of government to limit or even eliminate the power of a lower level of government to regulate an issue — has profound significance for public health.
This training and its facilitator package were updated in July 2024 to center health equity through new examples and scenarios of how preemption affects the root causes of health inequities. Preemption & Public Health is one of seven courses in the Public Health Law Academy’s training plan, which offers a certificate of completion.
